In fact, it represents why Congress is a dysfunctional body unable to reasonably debate an issue, find compromise, and pass meaningful legislation. In 2017, the GOP led Congress has not been able to govern, and the passage of the 2017 tax bill is not evidence of a new-found ability to govern.
